For over 30 years, LEADER has been core to the implementation of rural development policy across the EU. The unique added value of the LEADER approach is its ability to foster innovation through effective local-based partnerships that create and implement local development strategies according to the local needs and priorities of an area.
The LEADER approach is concerned with the way that people participate in rural development i.e. how they own and shape what they do on the ground. Its holistic approach to local development coupled with the way in which local people can put the 7 principles of LEADER into action is core to its effectiveness in supporting issues important to local communities and businesses across the EU.
LEADER’s success in stimulating and fostering collaboration between communities and businesses through inter-territorial and transnational cooperation also illustrates very well the ability of LEADER to reach out across boundaries and strengthen collective actions and enabling voices from around Rural Europe. This serves to inform emerging policies and priorities at all levels.
Having the right decision-making mechanisms that can deliver and demonstrate added value is crucial to success across the EU. This success will only be achieved by having a clear definition, mutual appreciation and understanding of the respective roles and responsibilities across key organisations crucial to the implementation of the LEADER Programme such as, for example, Local Action Groups (LAGs), Managing Authorities and National CAP Networks.
At an EU level, the role of the European Commission and the EU CAP Network is equally crucial in ensuring that diversity of approaches in LEADER implementation are recognised, supported and celebrated.

This includes a dedicated space on their website containing useful resources and outputs from thematic work, events and meetings as well as practical tools, such as a LAG Directory.
