Since its inception in 1991, LEADER has provided grants to rural Ireland to direct economic and social development through community-led local development. It is based on the ‘bottom-up’ approach to rural development which empowers local communities to actively participate in decisions affecting their area. LEADER has evolved through five successive programming periods to become a key intervention within European Union (EU) rural development policy.
Delivered by the Department of Rural and Community Development, and co-funded by the Government of Ireland and the EU under the CAP Strategic Plan (CSP) 2023-2027, the current LEADER Programme budget provides €180 million in financial grant aid. At a local level, the LEADER programme is administered by Local Action Groups (LAGs), which contain local representatives from the community, public and private sectors. Each LAG is responsible for selecting and awarding LEADER funding to projects within their geographical area in accordance with the local development strategies they develop themselves.
LEADER Themes and Sub-Themes
LEADER supports private enterprises and community groups who improve the quality of life and economic activity in rural areas. Rural areas are defined as all parts of Ireland with the exception of the areas within the boundaries of the five main cities of Dublin, Cork, Limerick, Waterford and Galway. LEADER funding is available under the following themes and sub-themes:

Prospective applicants should contact their Local Action Group (LAG) through its Implementing Partner (where applicable) to register an expression of interest and discuss the eligibility of a project proposal and the funding that may be available. Expression of Interest (EoI) forms can be obtained from your local LAG.
