The CAP Strategic Plan (CSP) 2023–2027 represents a significant policy shift by designating AKIS as a cross-cutting objective. For the first time, EU Member States are legally required to include a dedicated AKIS strategy within their national CAP plans.
This mandate reflects the European Commission’s recognition that the ambitious goals of the Green Deal and the Farm to Fork Strategy cannot be achieved through financial incentives alone; rather, they necessitate a cohesive ecosystem where farmers, researchers, advisory services and all industry stakeholders collaborate to share knowledge and drive adoption, effectively moving away from a fragmented, siloed approach toward a unified, systemic effort.
Rather than viewing research, advice, and innovation as isolated activities, AKIS under the CAP Strategic Plan (CSP) provides the structural support necessary to ensure these interventions are mutually reinforcing.
