2023-2027 LEADER Programme Update

The LEADER Programme is a key intervention within EU Rural Development Policy and has been operating in Ireland since it was introduced in 1991. It has evolved through five successive programming periods and has been at the heart of rural development in Ireland for almost 35 years.

In Ireland, the programme comes under the remit of the Department of Rural and Community Development and the Gaeltacht (DRCDG), with LEADER Local Action Groups (LAGs) appointed across the country to implement the programme using a bottom-up, community led approach to rural development.

The programme has funding of €180 million for the 2023-2027 period which comes from a mixture of Exchequer funding and support from Ireland’s Common Agriculture Policy (CAP) Strategic Plan under the European Agricultural Fund for Rural Development (EAFRD) .

Some statistics to date under the current programme include:

  • Almost 1,000 projects have been approved for funding of over €48 million, with 20% of these completed to date.
  • This wide variety of projects includes grant funding to community groups for rural infrastructure and grants to rural enterprises to help develop rural areas.

LEADER complements the wider CAP, by helping to develop sustainable rural communities for all citizens. Through its support for community infrastructure and rural enterprises, it creates an environment to help nurture generational renewal in farming families across Ireland, as well as benefiting wider rural communities. 

For the next LEADER programme, the EU Commission has already published its proposals for the next Multiannual Financial Framework, which is due to run from 2028 to 2034. Given the importance of the CAP and LEADER to the economic, social and environmental performance of rural Ireland this work is a matter of significant importance to the Department.  

Within the draft regulations, the inclusion of the LEADER programme as a CAP intervention is to be welcomed. As part of the ongoing negotiation process, the Department continues to emphasise the importance of a ringfenced allocation for the LEADER Programme. The Irish presidency of the EU will also provide the Department with the opportunity to highlight the positive impact of LEADER in Ireland. 

During 2025, the Department (in collaboration with CAP Network Ireland) hosted two capacity building events with LAGs to facilitate the implementation of LEADER. These help to strengthen how we deliver LEADER in Ireland, and it is intended to host another event in the coming months, with details to be confirmed in due course.
