Supports for Enhancing Sheep Health and Welfare

The sheep sector is the second largest agricultural sector in Ireland with 5.09 million animals recorded in Ireland by the Central Statistics Office. With a challenging financial outlook for both meat and wool for the near future, the animal health and welfare supports on offer for sheep farmers are worth considering.

Sheep Improvement Scheme (SIS)

The Sheep Improvement Scheme, funded under the CAP Strategic Plan (CSP) 2023-2027 by the Department of Agriculture, Food and the Marine and European Union is a one-year contract with automatic renewal for the duration of the CSP. This scheme aims to enhance animal health and welfare in the sheep sector and requires farmers to go beyond mandatory standards.

In return for this financial support, farmers receive €12 per breeding ewe for taking extra steps to improve the welfare of their flock and complete certain sheep welfare measures.

The targeted welfare measures include:

  • Lameness control
  • Mineral supplementation of ewes post mating
  • Meal feeding lambs post weaning
  • Parasite control (faecal egg count)
  • Management of pregnant ewes (scanning)
  • Flystrike control
  • Mineral supplementation of lambs pre-weaning
  • Genotyped Ram Action
  • Maintain the necessary records and comply with the Terms and Conditions of the Sheep Improvement Scheme.

To qualify for the scheme, farmers must:

  • Submit a Basic Income Support for Sustainability (BISS) application for each year of scheme participation.
  • Submit a sheep census return for each year during the lifetime of the scheme with Breeding Ewes declared on it.
  • Submit a 2024 Sheep Census return by 28th February 2025 with breeding ewes declared
  • Have an active herd number – or be a new entrant – and keep breeding ewes
  • Maintain the required number of breeding ewes during the scheme
  • Complete two welfare measures to qualify for payment.
  • Complete the Genotyped Ram action at least once within the first three years of scheme participation.

2025 National Sheep Welfare Scheme (NSWS)

The 2025 National Sheep Welfare Scheme (2025 NSWS) is national exchequer funded and is an annual application. The objective of the scheme is to enhance animal health and welfare on sheep farms further.

There are 5 actions available for selection in the scheme and applicants are required to complete 2 actions from Category A which are mandatory actions and 1 action from Category B which are optional or voluntary actions. All 3 chosen actions must be completed to receive full payment.

Actions and options available

Category A

  • Shearing
  • Body Condition Scoring Ewes and appropriate follow-on management (as appropriate)
  • Clostridial vaccination of ewes

Category B (optional or voluntary actions)

  • Footbathing
  • Plunge dipping to control external parasites

Applicants must maintain and record the necessary information in the Action Record Sheets provided and comply with the Terms and Conditions of the Scheme.

Criteria for Qualification:

  • Have an active Ovine DAFM Herd Number.
  • Have submitted a valid 2025 BISS application.
  • Have submitted a 2024 Sheep Census by 28th February 2025 with breeding ewes declared.

Applicants receive €8 (if they completed the 2 mandatory actions and an additional €3.50 if they selected and complete the 3rd optional or voluntary action) per breeding ewe up to the reference number of animals. The default reference number is the average numbers of breeding ewes declared on sheep census returns from 2020 – 2022 or the 2023 return figure, whichever is higher.
