Dairy Beef Welfare Scheme Reopens for New Applicants

The Minister for Agriculture, Food and the Marine, Martin Heydon TD, has announced that the Dairy Beef Welfare Scheme (DBWS)  reopens for new applicants under Ireland’s CAP Strategic Plan (CSP). The scheme, which is co-funded by the European Union, has a total budget of €25 million allocated over four years (2024–2027).

Supporting Integration Between Dairy and Beef Sectors

Now in its second year, the DBWS continues to offer annual opportunities for new participants. Announcing the reopening, Minister Heydon said: “I am delighted to confirm that the Dairy Beef Welfare Scheme is open once again for new applicants. This initiative reflects the Government’s strong commitment to improving the integration between the dairy and beef herds—enhancing the quality, welfare, and economic value of male calves from dairy farms.”

Scheme Overview and Eligibility

The DBWS is a breeding-focused measure aimed at improving animal health and welfare within the national dairy herd. Under the scheme, dairy farmers receive financial support for using genetically superior beef sires to produce higher-quality dairy beef calves.

To qualify, participants must use AI straws or stock bulls that are rated at least three stars on both the Irish Cattle Breeding Federation (ICBF) Dairy Beef Index (DBI) and its beef sub-index.

Eligible farmers will receive a payment of 20 per qualifying calf, up to a maximum of 50 calves per holding.

Ongoing Eligibility and Multi-Year Payments

Active participants who joined the scheme in 2024 are eligible for payments each year of the scheme (2024 through to 2027} as long as they continue to meet the scheme’s terms and conditions.

  • Farmers applying in 2025 will be eligible for payments for 2025, 2026, and 2027.

  • Those joining in 2026 will be eligible for 2026 and 2027.

  • Applicants in 2027 will be eligible for payment in 2027 only.

Payments will be issued the March following the scheme year-end. For example, payments for Scheme Year 2 (1st January to 31st December 2025) will be made in March 2026 to eligible participants.

Automatic Renewal for 2024 Applicants

In the 2024 round, approximately €4.73 million was paid to 7,612 participating farmers. Those already enrolled do not need to reapply, as their applications will automatically carry forward into future years, subject to compliance.

“If you applied for the Dairy Beef Welfare Scheme in 2024, you do not need to reapply—your participation will continue automatically,” the Minister confirmed.

Further Support for the Sector

In addition to the DBWS, a further €4 million has been allocated in Budget 2025 for the National Dairy Beef Weighing Scheme. This exchequer-funded scheme is also open for applications via Agfood.ie until 15 May 2025, further demonstrating the Government’s commitment to supporting the sector.
